Across the country, and particularly in the Northeast, states have collaborated to fill gaps in health and safety created by federal inaction or uncertainty. From regional climate initiatives to interstate public-health compacts, these efforts raise important questions about law, power, and institutional design. This conversation will explore both the promise and the limits of regional approaches. When federal leadership recedes, can states working together create durable, equitable health and environmental protections? What legal authorities, political realities, or policy choices make regional collaboration possible? When might federal regulation remain the optimal or necessary tool? Does state action amount to a patchwork or a blueprint?
